O objetivo deste texto é pensar como as definições que Rousseau estabeleceu para os termos liberdade, convenção, direito e legitimidade e o modo como as articulou, anteciparam, em boa medida, noções-chave dos novos regimes republicanos e democráticos instaurados a partir das revoluções ocorridas na América e na França no final do século XVIII.

Writings celebrations and honors to authors seem to correspond to distinct dispositions. Celebrations require, above all, that the writings had obtained significant recognition from readers. Honor, sometimes, can be dedicated to writers because they are authors nevertheless, most of the times, honors are towards those writers that – because of the nature of their activity – constantly go apart from the discursive interrelationship with their peers therefore this solitude does not prevent them of an intensesharing of the human common preoccupations (...) of their own epoch. For those ones it is the honoring gesture that seems to suspend, for instants, the care for their writing, to show gratitude for what these writers have done to enlarge and magnify the relations with those ones that they have lived with and to thank for their actions and words that have been said to preserve the world as a shared and inhabited space by many people. Considering Arendt, celebrating her writings which are dedicated to recognize the dignity that correspond to the politic life seem to converge to the gesture of honor that person who, for sure, through their writings, opinions, and judgments contributed to signify and preserve the mundane interspaces in which the human issues happen and are achieved. Selective attention depends on goal-directed and stimulus-driven modulatory factors, each relayed by different brain rhythms. Under certain circumstances, stress-related states can change the balance between goal-directed and stimulus-driven factors. However, the neuronal mechanisms underlying these changes remain unclear. In this study, we explored how psychosocial stress can modulate brain rhythms during an attentional task and a task-free period. We recorded the EEG and ECG activity of 42 healthy participants subjected to either the Trier Social Stress Test, a controlled procedure to (...) induce stress, or a comparable control protocol, flanked by an attentional task, a 90 s of task-free period and a state of anxiety questionnaire. We observed that psychosocial stress induced an increase in heart rate, self-reported anxiety, and alpha power synchronization. Also, psychosocial stress evoked a relative beta power increase during correct trials of the attentional task, which correlates positively with anxiety and heart rate increase, and inversely with attentional accuracy. These results suggest that psychosocial stress affects performance by redirecting attentional resources toward internal threat-related thoughts. An increment of endogenous top-down modulation reflected an increased beta-band activity that may serve as a compensatory mechanism to redirect attentional resources toward the ongoing task. The data obtained here may contribute to designing new ways of clinical management of the human stress response in the future and could help to minimize the damaging effects of persistent stressful experiences. Resumen: Este artículo postula que el mejor modo de leer la Relectio de Indis de Francisco de Vitoria es considerar que no solo se trata de un texto que pertenece al género de análisis político. Para fundar esta hipótesis de lectura la investigación discurre en tres niveles: analiza el contexto de producción del texto; fija las características de los textos de análisis político y propone un autor y lector modelos de la Relectio. La conclusión de la investigación distingue entre interpretación (...) y uso del texto, y sostiene que la interpretación de la Relectio exige que el lector empírico conozca los tres niveles de análisis, mientras que el uso del texto exige considerar que él trata un conjunto de soluciones a problemas perennes en las sociedades: los dilemas interculturales.: This article postulates that the best way of reading Francisco Victoria’s Relectio of Indis is having in mind that it not only is about a text which belongs to the political analysis genre. To support this reading hypothesis, the investigation proceeds in three levels: First, it analyzes the context of production of the text; second, it sets the features of the texts of political analysis and; third, it proposes an author and model reader of the Relectio. The conclusion of the investigation distinguishes between interpretation and the use of text as well as it holds that the interpretation of the Relectio demands the empiric reader to know the three levels of analysis, whereas the use of the text demands him to deal with a set of solutions to perennial problems in societies: intercultural dilemmas. Meeting 5G high bandwidth rates, ultra-low latencies, and high reliabilities requires of network infrastructures that automatically increase/decrease the resources based on their customers’ demand. An autonomous and dynamic management of a 5G network infrastructure represents a challenge, as any solution must account for the radio access network, data plane traffic, wavelength allocation, network slicing, and network functions’ orchestration. Furthermore, federation among administrative domains (ADs) must be considered in the network management. Given the increased dynamicity of 5G networks, artificial intelligence/machine learning (...) (AI/ML) solutions are strong candidates able to learn, and take quick provisioning decisions upon fast changes in network conditions. Therefore, this chapter presents an analysis of the state-of-the-art solutions for 5G networks’ management, where AI/ML solutions are discussed and compared with traditional methods. Additionally, the chapter provides a technology overview of both standards, and existing solutions regarding the 5G network management, and directions toward the integration of AI/ML in 5G networks. Several political philosophers have recently pointed out that current electoral democracies fail to facilitate accurate and reliable feedback on the performance of public officials. Rather than rejecting democracy as a hopeless ideal, we defend an institutional reform called Service Responsibility, which introduces a superior incentive structure that better aligns the interests of citizens and public officials. Service Responsibility requires increasing or decreasing the income of public officials insofar as they succeed or fail to achieve democratically chosen goals. Later, we consider (...) an alternative institutional scheme, recently proposed by Claudio López-Guerra: Piloting Responsibility. According to this alternative proposal, public officials must utilize a public provider whenever they seek out a basic service. We show that Piloting Responsibility fails to realize the democratic ideal because it generates a perverse incentive structure for public officials. We conclude that Service Responsibility outperforms both the status quo and Piloting Responsibility as an institutional scheme for ensuring competent governance and public justification. (shrink)

Este artículo es un intento de dilucidación y delimitación historiográfico-conceptual que pretende aportar un enfoque alternativo a los estudios sobre la teoría política realista. Mi propósito es presentar un bosquejo del sentido histórico del concepto de realismo político situándolo en los contextos de la Realpolitik alemana y de la escuela realista de las relaciones internacionales. De este modo, pretendo mostrar las relaciones contextuales del realismo político, la localización de su antagonismo con el liberalismo y la invención retrospectiva de una tradición (...) realista como resultado de una serie de apropiaciones intelectuales y políticas. This article is a historiographical and conceptual attempt of clarification and delimitation to offer an alternative view to the studies of the realist political theory. I pretend to put forward an outline of the historical sense of the concept of political realism, placing it on the contexts of German Realpolitik and the realist school of international relations. Thus, I pretend to show the contextual relations of political realism, the location of its antagonism against liberalism and the retrospective invention of a realist tradition as a result of a set of intellectual and political additions. In Enactive Psychiatry, de Haan puts forward the enactive approach as a promising theory to solve the integration problem in psychiatry by articulating the physiological, socio-cultural, experiential, and existential dimensions of human sense-making. The author provides a valuable and accessible introduction to the enactive theory, a rich analysis of the classical descriptivist-normativist debate, and a guideline for personalized diagnosis. However, the addition of the existential dimension to the enactive theory adds (ad hoc) tensions with regard to the life-mind approach.

In this book Strawson is again considering topics as the existence of the exterior world, the moral attitudes, the universal... The novelty is not so in his original ideas as in the fact that these are useful to keep on completing the doctrine of a "descriptive" and "naturalist" metaphy-sick against "revisionism" such as the scepticism in its different modalities.

Luis Jiménez Moreno murió en octubre de 2007 a los 77 años de edad. Durante los últimos 30 años perteneció a la Universidad Complutense, de la que llegó a ser catedrático. Those of us who have followed Fred Dretske's lead with regard to epistemic closure and its impact on skepticism have been half-wrong for the last four decades. But those who have opposed our Dretskean stance, contextualists in particular, have been just wrong. We have been half-right. Dretske rightly claimed that epistemic status is not closed under logical implication. Unlike the Dretskean cases, the new counterexamples to closure offered here render every form of contextualist pro-closure maneuvering useless. But there is a (...) way of going wrong under Dretske's lead. As the paper argues, Cartesian skepticism thrives on closure failure in a way that is yet to be acknowledged in the literature. The skeptic can make do with principles which are weaker than the familiar closure principles. But I will further claim that this is only a momentary reprieve for the skeptic. As it turns out, one of the weaker principles on which a skeptical modus tollens must rest can be shown false. (shrink)

This article provides a new argument against the latter claim: there is no quantum multilocation.

Este trabalho discute a formação da mentalidade individual, por meio de uma reflexão comparativa entre Democracia e educação, de John Dewey, e Admirável mundo novo, de Aldous Huxley. O texto literário permite um diálogo e uma leitura em face do texto filosófico, que o caracteriza como campo para a realização de um experimento de pensamento. Esse experimento é a discussão do valor atribuído por Dewey ao crescimento individual e ao social, em contraposição ao valor encontrado na narrativa de Huxley, da (...) estabilidade. Confrontando as leituras dessas duas obras, se pode compreender mais profundamente e, em uma perspectiva diferenciada, a relevância das condições do crescimento na formação plena da mentalidade individual. En principio, la poesía considerada como génesis del arte árabe, y, más tarde, la prosa de adab surgieron con la idea de ciencia que destacaba el dominio de la belleza, idea que se proyectaría después sobre la música. Por otra parte, la aportación griega al legado filosófico y científico árabe clásico, cuya sombra aparece reflejada sobre los primeros tratados de los filósofos y teóricos musicales, entre los que se encuentran al-Kindi (s. IX)y al-Farabi (s. X), germinó en la concepción de (...) un nuevo sentido sobre la "belleza". De esta forma, y desde un observatorio que tiene como punto de referencia el mundo clásico griego, los nuevos parámetros surgirían como consecuencia de su propia identidad e idiosincrasia, en los que el patrimonio poético y musical, unido al pensamiento religioso y filosófico, complementarían la taracea de un nuevo concepto, "estética musical". El estudio de la música medieval árabe revela que la armonía entre el contenido poético, lingüístico, rítmico y melódico caminaron en paralelo, produciéndose un equilibrio, una relación armónica, y, en definitiva cósmica que les llevó a acuñar un cierto ideal estético basado en la belleza y la emoción artística que despertaba como reflejo de una armonía entre cuerpo y alma, y que facilitaría la unión con lo infinito y la divinidad. La différence entre les êtres humains et les autres espèces n'est-elle vraiment qu'une différence de complexité? Ne ressemble-t-elle pas plutôt à ce que l'on nomme en linguistique une nuance? Car un terme proche d'un autre ne signifie pourtant pas la même chose que lui de manière plus complexe. Il suggère tout autre chose malgré des points de recoupement. Il convient de le démontrer en dénonçant une représentation trop caricaturale de l'être humain.
